Preemie clothes do, in fact, fit 18" dolls! A great way to find clothes for an 18" doll is to take a trip to the local thrift shop.
Baby clothes are plentiful and inexpensive to purchase at these stores. Just be sure they are preemie clothes. You may get lucky and find that newborn baby clothes will also fit.

WHAT YOU NEED to make Hangers for doll clothes
INSTRUCTIONS to learn how to make doll clothes hangers
STEP 1: mark the popsicle stick or craft stick
One of the popsicle sticks or craft sticks, depending on what you are using, needs to be marked in the middle. Using a ruler, find the center of the wooden stick and mark it with a pencil.
STEP 2: cut the marked stick for the doll clothes hanger
Now, take the marked popsicle stick. Using the scissors or shears, cut the craft stick on either side of the mark.
Do not cut on the center mark. There needs to be room for the cup hook between these two cuts.
step 3: Glue the cut pieces onto another craft stick
For this step, a hot glue gun will be used. Children should be supervised when using a hot glue gun so they don't get burned. An adult could put the glue on for them.
Lay a whole, uncut popsicle stick on the work surface. Cover it with hot glue.
Take the two long pieces that were cut in step 2 and line them up with the ends of the uncut popsicle stick.
Hold the pieces together until the hot glue dries.
step 4: Glue the cup hook onto the doll clothes hanger
Once the glue is dry, lay the two layers of popsicle sticks with cut side up. There should be a space in the middle of the top craft stick. Place some hot glue in the space that is open in the middle.
This is where the cup hook will go. Place the cup hook in the opening, with the screw portion going down and hook sticking above the craft stick.
step 5: Glue the final craft stick on the doll hanger
Finally, add hot glue all along the top of the craft stick with the cup hook in it. Take the last whole craft stick and place it over that craft stick. Hold it together until the glue dries.
And there you have it!
The doll clothes hanger is ready to hold a piece of 18" doll clothing, waiting to be placed in the doll clothes closet.
